History & Progress

Custer County’s history goes back to the time when the West was being settled and the Wet Mountains meant expansion into mining and agriculture. In each decade since 1880 entrepreneurs have come to Westcliffe and Silver Cliff to test their business acumen against the elements while still tied to more populated areas in Denver, Colorado Springs and Pueblo. Then as now people came for the clean air and spectacular scenery.

Completed Projects

  • September 2022

    Remote instruction AV equipment worth $10,526 for classes in Westcliffe obtained from a collaboration with Fremont County Economic Development.

  • January 2022

    Economic Development Agency (EDA) grant request for required matching funds to the DOLA grant for $1 million withdrawn. CCEDC non-compensated support terminated as well.

  • October-December 2021

    CCEDC supports the county attainable housing board. Colorado Housing and Finance Authority sponsored housing technical assistance awarded in the 4th Qtr. of 2021.

  • September 2021

    Rural Community Assistance Corporation (RCAC) awards grant to develop long-term vision and self-sufficiency.

  • April-June 2020

    SIPA micro-grant collaboration with Westcliffe for support of Main Street Wi-Fi. Awarded April 2020. Main Street Wi-Fi installation on Bluff tower completed June 2020.

  • May 2020 - Feb 2021

    CCEDC supports Custer County Economic Recovery Task Force.

  • January 2019

    Custer County Attainable Housing Committee established. Upper Arkansas Area Council of Governments (UAACOG) three-county regional housing survey completed 3rd Qtr. of 2019. Colorado College property in Silver Cliff purchased in late 2019.

  • June 2018

    DOLA REDI Economic Strategic Plan awarded ($35,500) ($31,000/$4,500 Match); completed in 2019.

  • July-September 2018

    OEDIT Blueprint 2.0 Branding support. Completed 3rd Qtr. 2018 (no cost).

  • April 2018

    Custer County/CCEDC self-funded economic assessment by Strategic Network Group to support required EDA job generation projections from broadband improvement.

  • March 2018

    DOLA Broadband Extension Grant awarded for six rural county-owned towers to increase broadband coverage from 40% to 80%. DOLA grant was approved for $1 million conditional to obtaining $1 million in matching funds. ($1 million/no matching)

  • December 2017

    El Pomar Foundation award of $10,000 received to support broadband extension efforts ($10,000/no match)

  • June 2017

    OEDIT Blueprint 2.0 Community Assessment – Accomplished July 2017, continued under DOLA Economic Strategic Plan efforts. (No funds, in-kind support)

  • Early 2017 - 2019

    Round Table – Supported by CCEDC, CCCofC, Cliffs Action Revitalization Team (CART) and the tourism board to accomplish informal coordination.

  • March 2017

    Cliffs Action Revitalization Team (C.A.R.T.) Strategic Plan created for community development.

  • March 2017

    Micro-grant collaboration with Westcliffe ($5,000/no match) addition to the WI-FI system on Main Street.

  • July 2016

    OEDIT Blueprint 2.0 Community Initiative “Manage, Maintain and Promote” local trails (No fund or match) created and continues its efforts in 2024 as a nonprofit organization, “Trails for All”.

  • April 2016

    DOLA REDI Grant - CCEDC promotion grant for a website and promotion plan. ($9,885/no match)

  • April 2016

    Senate Bill 05-152 overturned by Westcliffe and Silver Cliff – education initiated and funded by CCEDC.

  • March 2016

    Statewide Internet Portal Authority (SIPA) micro-grant collaboration with Silver Cliff ($5,000/no match) for additional WI-FI in Silver Cliff Park.

  • November 2015

    Senate Bill 05-152, which excluded local governments from entering into the broadband market and prohibited most uses of municipal or county money for infrastructure to improve local broadband service without voter permission, was overturned by Custer County – an education campaign was initiated and funded by CCEDC.

  • March 2015

    DOLA -Upper Arkansas Council of Governments (UAACOG) Regional Broadband Strategic Plan ($14,500 share)

    Received an El Pomar Foundation grant for the Main Street WIFI matching grant ($25,000/$25,000 community match) to support the end of the Colorado Ride the Rockies bicycle race in Westcliffe & Silver Cliff, and welcome visitors.
